Paying never moves you up a session's waitlist (Pro's early RSVP opens new sessions to Pro members 24 hours before everyone else, but a waitlist is still promoted in the same order for all), and downgrading never deletes a circle. An over-cap circle keeps everyone and just stops taking new members until there is room, and if you lead more circles than your plan covers, you choose which stay active and the others become read-only.
